We are seeking an Operations Manager to lead and manage all project operations within our construction division, specifically focusing on the post-award phase for both commercial and federal government construction projects.  This role requires a highly motivated and results-oriented individual with a strong emphasis on construction project management expertise and federal government contracting regulations.  You will be responsible for overseeing the successful execution and completion of awarded federal government and commercial construction projects, ensuring client satisfaction and project delivery according to federal government and commercial specifications.

Responsibilities:

  • Lead and manage a team of project managers and construction professionals, ensuring successful project execution and client satisfaction on awarded federal government and commercial construction contracts.
  • Develop and implement operational plans to optimize efficiency, quality, and profitability for assigned projects.
  • Manage the entire project lifecycle from award through to successful project completion and handover, adhering to established timelines and budgets.
  • Oversee project budgets, timelines, and resource allocation, ensuring projects are completed on time, within budget, and to federal government and commercial specifications.
  • Conduct periodic site visits to monitor project progress, ensure compliance with contract specifications and safety regulations, and identify any potential issues. Prepare a comprehensive action report following each site visit, outlining observations, corrective actions (if needed), and timelines for resolution.
  • Manage risks and proactively mitigate potential issues on construction sites.
  • Implement and ensure compliance with all federal government contracting regulations (e.g., FAR, DFARS) specific to construction projects.
  • Implement and ensure compliance with relevant regulations, industry standards, and best practices for assigned commercial construction projects.
  • Foster a collaborative and results-oriented work environment within the construction team.
  • Analyze project performance data and identify opportunities for continuous improvement in construction project management practices.
  • Prepare comprehensive reports to keep senior management informed of project progress, potential challenges, and opportunities.
  • Collaborate with other departments (e.g., procurement, accounting) to ensure smooth project execution.

 

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, or a related field (MBA preferred).
  • Minimum 7 years of experience in construction project management, with a proven track record of success in managing and delivering complex federal government construction projects.
  • Extensive experience in federal government contracting procedures and regulations (FAR, DFARS) as they apply to the post-award phase of construction projects.
  • Demonstrated experience in successfully navigating and adhering to relevant regulations, industry standards, and best practices for commercial construction projects.
  • Demonstrated ability to successfully manage projects within budget, scope, and timeline for federal government agencies.
  • Excellent communication, leadership, and interpersonal skills with the ability to collaborate effectively with diverse stakeholders.
  • Strong analytical and problem-solving abilities with a proactive approach to risk mitigation.
  • Proficient in construction project management methodologies (e.g., PMP certification a plus).
  • Experience with project management software.
  • In-depth knowledge of building codes, safety regulations, and sustainable construction practices.
  • Ability to travel as needed to project sites and federal government agency meetings.
